The RESNET Board of Directors voted to revise their original policy on the financial separation of Quality Assurance Designees as well as removing the term “Quality Agent” from the original proposed language.
The new RESNET Board Policy is as follows:
RESNET certified Quality Assurance Designees will be trained, certified and mentored by RESNET and will be accountable to enforcement of the RESNET Standards. In addition, at minimum 50% of all rating providers and their quality assurance staff will undergo enhanced quality assurance monitoring and oversight through either an online or in-field review to enhance compliance with the RESNET Standards. If the Quality Assurance Designees are found to not properly comply with RESNET’s procedures, they are subject to discipline by RESNET up to and including de-certification as a Quality Assurance Designee.
The RESNET Board of Directors made a substantial change to its policy on financial separation of parties providing quality assurance services for HERS ratings. Consequently, proposed Addendum 29 changed radically from the original proposal.
Addendum 29 has been revised to comply with the RESNET Board of Directors decision and policy. Draft PDS-02 Addendum 29 has been revised to remove the financial separation of Quality Assurance Designees as well as any reference to “Quality Agent”.
The public comment period will be open for 30 days beginning August 10, 2018 and ending September 9, 2018.
Only the changes to Addendum 29 as shown in strike-through and underline red text in Draft PDS-02 are open for comment during this period.

The public comment period will be open for 30 days beginning August 10, 2018 through September 9, 2018.
After the comment period, RESNET Standard Development Committee 900 will consider and document each of the comments submitted and make appropriate changes. Any substantive changes to draft PDS-02 will be provided to the public for comment. When there are no more substantive changes the proposed final amendment will be submitted to the RESNET Standard Management Board for final approval.
